Blue Springs School District bans sex offenders from all schools, activities
BLUE SPRINGS, Mo. (KCTV) - A suburban Kansas City school district approves a plan to ban all ed sex offenders from district property in the future.
of the Blue Springs School Board approved the new policy during a monthly meeting this week.
- ed sex offenders will not be allowed on any district policy or form of transportation.
- ed sex offenders will not be allowed at any district activity, even if they are held off district property, unless access is required by law.
- Certain felons won’t be allowed within 500 feet of school buildings, district property, or school activities.
- No one will be grandfathered in
The policy applies to anyone listed on the Missouri State Highway Patrol’s sex offender registry. Anyone who pleaded guilty, or no contest to the following crimes are also required to follow the new policy:
- Incest
- First-degree endangering the welfare of a child
- Use of a child in a sexual performance
- Promoting a sexual performance by a child
- Sexual exploitation of a minor
- First-degree promoting child pronography
- Furnishing pornographic material to minors
- Any of the above committed in a different state, country, or military jurisdiction
There is one exception.
The policy allows the school superintendent to give a parent or guardian impacted by the policy permission to be on district property to attend meetings with staff. Permission may also be given in other situations where the student may benefit. The adult will be required to be supervised at all times and never left alone with the student, according to the policy.
The principal and other relevant staff are required to be notified ahead of the meeting or event.
The policy may not apply to a student convicted of one of the above crimes. The school district may be required by law to provide an education to the student.

The district spokesperson told KCTV5, “The policy is new. However, the policy is state law that has existed for years. We simply wrote the state law into board policy during routine policy review.”
A woman who has a daughter in the Blue Springs School District said she’s thankful the district implemented the policy.
“I am all for it,” she said. “We need to protect these kids, because they are our future, they are who we hope they’ll be when they grow up and we can’t do that unless we protect them.”
She said it can be nerve-racking at times when raising a child.
“In our neighborhood, everyone watches out for the kids, they watch out for their neighbors. It’s wonderful, it’s a community, but when they leave the neighborhood, I don’t have any guarantees that someone is watching out for them,” she said. “I’m glad that policymakers are taking that into consideration and watching out for our little ones.”
Janice Hill lives in Blue Springs and is also glad to hear the policy is in place.
“If you are an alcoholic, you do not need to be around alcohol,” Hill said. “If you have a problem being a sex offender, you do not need to be around children. It’s just very simple.”
